The Howard County Sheriff's Department
About 12:30am on March 20th, 2016 the Howard County 911 Dispatch Center received radio communicaitons of shots fired at 380 Chandler Street in Russiaville, Indiana.
Deputies and the Russiaville Marshalls Office were attempting to serve an arrest warrant and a search warrant at that location. Officers had obtained a search warrant for the Chandler residence based on information the resident was wanted on an outstanding warrant.
When Officers knocked on the door of the residence by announcing their presence they received no response. Upon entry the Officers were confronted by gunfire and Officers returned fire.
Wounded in the exchange were Sgt. Jordan Buckley and Deputy Carl Koontz. A Russiaville Officer and other Deputies were able to extract the wounded Officers from the residence and provide first aid.
Deputies secured the area around 380 Chandler, removing residents adjacent to the scene for their safety.
Howard County SWAT, Kokomo Police SWAT and Indiana State Police SWAT responded and attempts to contact the occupant of the residence began about 2:30am with no response.
SWAT personnel were able to confirm and individual was deceased inside the residence. The identity of the deceased is not confirmed.
The investigation into the Officer involved shooting is being conducted by the Indiana State Police.
The wounded Officers were transported to Howard Regional Hospital, stabalized and then airlifted to Methodist Hospital in Indianapolis. Sgt. Buckley is in stable condition.
We regret to inform that Deputy Carl Koontz has passed away from his injuries sustained in the gunfire, please keep the personnel of the Howard County Sheriff’s Department in your thoughts during this difficult time. A temporary memorial has been set up outside the Howard County Sheriff’s Department for people wishing to pay their respects.

RE: The loss of Deputy Carl Koontz.
The loss of Deputy Carl Koontz and the wounding of Sergeant Buckley has been one of the darkest times for the Sheriff’s Department.
The assistance from other Law Enforcement agencies has been wonderful but somewhat expected because this is the tradition of American Law Enforcement.
Standing in the gathering of officers at Carl’s memorial reminded us of why American Law Enforcement will never be defeated in our service to you, all of us standing shoulder to shoulder representing Law and Order across America.
Howard County has a history of supporting their public servants but the public outpouring we have experienced the past days has been overwhelming.
The cards, letters, donations and public displays have brought us all to tears. All of this not only helps in the healing process but strengthens and encourages us to continue the mission of protection and service.
This has been a difficult time for us but you, our citizens, have given us something positive to build on.
All of us at the Sheriff’s Department thank you all for your kindness, generosity and willingness to stand with us during this time of mourning.
